[BUG] ≥ `0.6.3` informs the user that updates have been downloaded, but fails to install the updates, and prevents the user cancelling them.

How To Reproduce

I attempted to update all packages with available updates.

The Actual Behaviour

They did not install, and I was unable to cancel the downloads:

This was first discovered at issues/822.

The Expected Behaviour

1. It should download, then install.

2. I should be able to cancel the downloads.

My Environment
