Update and syncrhonize the cross-database search SQL database

Currently, the database/dataset/subject/file level metadata views are aggregated manually. Because of this, some of the newly added databases could not be shown in the search results, despite that their CouchDB views were automatically created.

Need to re-synchronize the SQL database and find a way to automate this process.
