Feature-request: local user installation

Hi and thanks for the amazing distribution.

I want to use MikTex latexmk in a windows from a work machine.
While the MikTex installer can works without admin priv using %LOCALAPPDATA%\Programs (see image below), StrawberryPerl requires admin.

It would be nice if the StrawberryPerl installer work for local user.

The installer is getting long in the tooth and needs work. (see also https://github.com/StrawberryPerl/Perl-Dist-Strawberry/issues?q=state%3Aopen%20label%3A%22installer%22 )

In the meantime, it should be possible to use a portable edition and add the relevant directories to your system path.
