Add instructions for developers who want to contribute to the project

Hi, if possible it would be nice to have something like a manual for new contributors. Required software versions, how to build/test a project, things like that. As a non-cpp developer, I have a hard time doing all these things and can't fix one of the bugs because of it. It would also encourage new developers to participate in the project.
