This PR introduces an enhanced notification system for the user portal, providing real-time updates on scheme applications, grievance statuses, and general announcements.
Key Changes:

• Backend: Updated notification model, created generic controller and routes, integrated notification creation into scheme and grievance submission.
• Frontend (User Portal): Added dynamic notification bell in navbar, created dedicated notifications page, implemented mark-as-read and delete functionality.
