This PR moves the merge API methods from
TerserUtiltoResourceUtil. The old methods are deprecated but not removed, for backward compatibility. The new API introduces optional control parameters that modify howCodingandCodeableConceptelements are compared and merged, allowing for more lenient treatment if the user requires it.
