Moved async_in_filter.v because it was annoying verilator, and it belongs in its new home, as it references ice specific hardware anyway.

Adds 'automated' icepll support.
This makes it easy to try different clock settings (MHZ = xx in icestorm/Makefile ), but beware that uart.v needs to be changed in every case so its baud generator works as expected.
