Description
Add details on actor lifecycle. This PR should be merged after #58556 as the details include those changes. Code links will be fixed with permalinks once #58556 is merged.
Note: The first commit is claude-generated (Opus 4.5). Subsequent commits are corrections/clarifications/more details based on my understanding. Thought this info might be useful to review where one of the best model stands today. Overall, it was helpful.
